How does one get placed "specifically" when joining the military?

I am joining the military soon but, I would like to either stay in Atlanta or go to Japan or Germany. Is this a good idea? Look for specific jobs in those places that they need the job I want to work so they have no choice but to send me here or there. Though the problem I see with this is, I have no idea to look for these "specific jobs". Is there anyway to do so?
